National League of Cities (NLC) Government Relations and Policy Expert | Public Safety Advocate | Influencing Federal Policy

As a member of the federal advocacy team, Yucel leads NLC’s federal lobbying efforts on policy
issues involving policing, violence and crime prevention, gun control, criminal justice reform,
corrections, drug trafficking, substance abuse, mental health justice, juvenile justice, fire
prevention and response, disaster preparedness and recovery, domestic and international
terrorism, and immigration enforcement. He also represents the association before a wide range
of constituencies and manages the activities of the NLC’s Public Safety and Crime Prevention
Committee.
Before joining NLC, Yucel served as the government relations director for the Association of
Public-Safety Communications Officials (APCO) International. He led the effort to establish the
association’s satellite Government Affairs Office in Washington, D.C., and directed the Public
Safety Alliance campaign. He brought together more than sixty state and local organizations
and companies to successfully campaign to pass legislation to build a nationwide public safety
broadband network for first responders, known today as FirstNet.  Served on PSAC 2017-2025
